Valenzuela City joins forces with PayMaya to enable an end-to-end cashless payment solution that allows businesses and residents to secure their permits in the fastest and most convenient way via the country’s first integrated online permit application platform — the Paspas Permit system. 

Through this partnership, business owners and residents can conveniently settle their fees using a PayMaya account as well as any debit or credit card at Valenzuela City Government website via PayMaya Checkout. 

Valenzuela City held a Paspas Permit Fair at the City Hall during the business permit renewal season which concluded on January 20th. Taxpayers benefitted from hands-on coaching on how to use the system, allowing them to renew or set up their businesses in a breeze. The Fair also allowed them to open their PayMaya accounts. 

“As part of our commitment to the Ease of Doing Business Law, we’re constantly improving our integrated permit application system using digital technologies for the benefit of our residents and more than 18,000 businesses in the city. Our partnership with PayMaya is a key component in making our permit processing service more efficient,” Valenzuela City Mayor Rex Gatchalian said.

Paspas Permit is the flagship system of the upgraded Valenzuela City 3S Plus Online Services platform that allows residents to easily process building and construction permits application, and real property tax payments, and conveniently request for Certified True Copy of Tax Declaration, Tax Mapping Certificate, Certificate of Non-Improvement and Appraisal of Real Property, and Certified True Copy of Birth, Death, and Marriage Certificate. 

With Paspas Permit now equipped with PayMaya's payment platforms, Valenzuela City business owners can now experience cashless convenience. The City joins other forward looking national agencies, such as Social Security Syatem (SSS), Pag-IBIG, Bureau of Internal Revenues (BIR), Department of Trade and Industry (DTI), National Home Mortgage Finance Corp. (NHMFC), and the Department of Science and Technology (DOST), in embracing digital payment technologies to help provide better service to citizens.   

Mayor Rex is a two-time recipient of the Department of Information and Communications Technology’s (DICT) E-Readiness Leadership Awards which recognizes City Mayors who are pioneering the adoption and strategic use of Information and Communications Technology (ICT) to enhance their delivery of government services, improve revenue/tax collection efforts and promote transparency in government operations, the agency’s website says.
